Weak administration and negligence-related security issues, which kind of opportunities does this provide for the AS terrorist group in Beledwein City?

Indeed, a large part of an area in the Hiran region is currently safe from the al-Shabaab threat; therefore, I will not go over it in this paper about liberating those places. I'll be focusing on poor administration and negligence-related security issues and what kind of possible opportunities these present for the AS terrorist group in Beledwein City.

Weak administration: Given that these obstacles come from various forums, there are illegal administrations that the federal government does not recognize but have more public support from a large number of communities (known as Hiran State), as well as another that is recognized by the federal government and legal but lacks the authority to manage the entire city and provide all services. (Hirshabelle State). That's why Beledweyn is facing a weak administration. 

Negligence-related security issues: evaluating Beledweyn security measuring procedures gives you very little. This occurred when the police and other armies failed to secure the city's safety and protect the population from attacks. Now that the city's main highways have been opened, there are robbers, thieves, and other hazards.

Generally, if there is a lack of self-acceptance and high disagreement among governmental administration leaders, that means you and I are not expecting existing Good governance as well as good administration However, that sign indicates challenging, poor administration. Therefore, this kind of administration can be an outstanding opportunity for anti-government groups, like the Al-Shabaab group, which already denies the rule of law and administrative order in the country.

Truly, those groups called jihadi for themselves do not pass up such an opportunity, like Hirshabelle State, especially Beledwein City, which has the lowest state administration in Somalia.

Terrorist groups can work with the separation of the systems of government and cities because their primary goal is to create insecurity in the community, regardless of where it comes from or how long it takes.

The following are security worries that Beledwein might encounter due to negligence:-

•      There are no main road entries for security checkpoints to keep the city secure from terrorist assaults; however, oppositely, members of the AS group can enter the downtown without fear.

•      The group may concentrate on establishing a variety of group networks in various areas of Beledwein Villages, like the similar group network that formed in Galkacyo from 2008 to early 2023 and killed innocent people.

•      This group can organize huge explosions, attacks, and special targeted attacks at any time and from any location because there is already a lot of negligence in security here in Beledwein currently, as happened on October 10, 2022, with three major explosions in Beledwein during liberation time in the Hiran region.

What is the quickest way to prevent these obstacles?

1.      The first solution is to implement political stability demonstrations that have been agreed upon by all appropriate stakeholders in Hirshabelle State and the Hiran Region as well. Beledwein itself, and after that comes the security matter. In addition to having a strong administration in the Hiran region with quality and efficient knowledge and the ability to lead, do justice, and build societal trust,.

2.      A well-developed security plan with a clear vision, strategy, approaches, and many security phases on top will guide those who have mastered numerous aspects of security management and those who have worked and experienced security before and the fight against terrorist groups.
